Agenda two: Prove to the world that the new ubertrain isn't sinking into slush as the permafrost melts. Combine agenda two with a manifest lack of ability to predict the reactions of foreign news organizations (how else to explain much of the Stalinist rhetoric that still comes out of the Foreign Ministry) and it's easy to see where this came from.

		<description>In regard to the railway: it's always amazed me that the foreign press corps has swallowed the idea that the line was built for tourism, only. Instead of another story on pressurized cars and UV-protected windows, why not take a moment and ask if there is anything in Tibet that can't be shipped economically, in volume, by air. Good story waiting there.</description>
