If it had just said, "For your own safety", it probably wouldn't have grated as much. It was a rule instituted by one or two universities in, I think, Chengdu, which sparked an on-campus riot. So that bodes well. About a month later, a college in Guangzhou had to call in the cops to make students *leave* their dorm rooms - they'd graduated but reckoned that renting accommodation in the city was too expensive. Bloody students, eh?
