Pegging the price per fly is typical China. Perhaps pressure could be applied to at least allow "the fly" to move within a narrow trading band. Floating the fly price on the open market is too much to expect right now.

you would have thought so. more likely is that some official related inside trader would have hoarded some fly bodies to cash in before the bounty has been announced. :)

That's quite a nice bit of Yuan per fly. Seems there may be arbitrage possibilities by paying people .3 Yuan to bring in dead flies from the true hinterlands.

There was a story in Taiwan's China Post in 1990 about a similar campaign to eliminate "yellow literature" - pornography - though the "pornography" may simply have been pictures of women in bikinis. This was 17 years ago, so I can't remember where it was supposed to have happened, and whether it was city, county or district.

Anyway, according to the article, schoolchildren were given a homework assignment to find all the pornography in their parents' homes and hand it in at school. Everyone had to bring something in. The problem with this was that hardly anyone had any dirty pictures in their homes, so the parents had to go off and buy some. Shops and stalls selling under-the-counter magazines suddenly found their business booming.
